I think I've seen something similar, though not sure...
I use two monitors on my office desktop machine, & I use Notes (currently R7.x, soon to be R8) on them. What does sometimes happen is that Notes will get in a pickle so that clicking on any Notes Window raises an error noise, as if you'd clicked underneath a modal dialogue box, but there is none, at least none visible. Alt-Tabbing only allows you to switch between all the Notes windows as if they were one window, & all the other applications. But there is no way to look at the individual Notes windows, & the only way out I have found is to kill Notes in Task Manager & restart it again.
Now I've seen your post, next time it happens I shall disable my second monitor & see if this fixes it for me.
